The National Employment Office (NEO) under the supervision of the Ministry of Labor (MoL) is managing the new program (titled the New Entrants to Work or “NEW” Program) which is intended to offer to the young Lebanese first-time job seekers to enroll in a program of life skills training, counseling, and placement services combined with two years on-the-job training (OJT) in a private firm. The NEW Program will offer a wide range of financial incentives for employers as well (hiring first-time job seekers/program).

NEW Program and through the combination of financial incentives for employers, targeted training for workers, and intermediation is expected to have a big impact on the employability of first-time job seekers in Lebanon.
ArabiaGIS provided NEO and MoL with an IT system that helps achieving the main goals of the NEW program.
ArabiaGIS worked closely with NEO/MoL to create an easy to navigate portal following current standards and best practices. The portal offers all the information and functionality needed by the job seekers to register and fill the self-assessment form and by the NGOs to monitor and track the beneficiaries during the training classes and on the job training attendance. The portal will allow the job seekers and NGOs to fill in complaints.
In addition, ArabiaGIS worked with NEO/MoL employees to create the offline platform allowing them to serve the NEW Program goals and objectives, by enabling a wide range of services controlled by a secure authorization and authentication system that enable NEO employees (each by its access level) to control the portal, the information of job seekers and NGOs and to monitor the financial data.
